David Cain has more than 28 plus years of public sector management experience at the executive level, in six local California agencies including the cities of Fountain Valley, San Bernardino, Chino, Sierra Madre, and Moulton Niguel Water District. Also provided finance department review for the City of West Hollywood. Post-retirement support has been provided to the Cities of Los Alamitos and La Habra Heights, and as Interim Finance Director for the City of Claremont. He has 20 years of private sector experience as Corporate Controller for RKA Consulting Group and Owner / Manager of several service businesses in California. David also has over thirteen years of MPA graduate-level teaching experience in the CSU system.
Experience includes extensive finance management, budgeting, utility services (water, sewer, storm drain, street sweeping & trash) including rate/cost analysis, ten & twenty-year budget & cash flow modeling, 218 compliance, successful ballot revenue measures, purchasing/warehouse operations, and multiple Enterprise Resource (ERP) software system implementations. Have demonstrated the ability to deal with complex and challenging public sector issues in both good and bad economic times in several financially challenged cities. Experience includes helping guide the City of San Bernardino through part of the bankruptcy process as a member of the City’s Federal Bankruptcy Mediation team both as a consultant and City staff.
Additional experience in information technology, human resources, employee relations, labor negotiations, and risk management.
